   I think Avis does but charges much more. No one will allow it unless you carry full insurance coverage.

   Yes you can still rent a car, it just costs a little more then if you were 25! Like an extra 20 bucks a day or something like that.

   Most companies in the U.S. have age restrictions of 24 to 74.
