Where is the best place to go for a Honeymoon in Latin America during the July time frame?

I’m from Nicaragua and most certainly wanted to go there been that I would like to have my future wife experience my culture but its going to be rainy season there. She tells me that she would still like to visit some other place in Latin America but I’m not sure what the seasons are like around that time of year anywhere else. Can anyone help me?

What is a good safe area to stay in when visiting DC for families with children? Note: We dont want to spend alot per night($100) the most and want to be close to Metro stations, dont want to stay downtown and want an overall safe area. I heard college park, md isnt that safe am i right?
